Abstract

Regulation on forest reproduction is aimed at creating highly productive stands with high protective properties through the development and implementation of a complex of forestry and agrotechnical measures. It is mandatory for forest owners or permanent forest users, as well as tenants and users of land plots on which field protection forest strips are located. Forest regeneration is carried out by forest owners or permanent forest users in forest areas by restoring forest areas that were covered with forest vegetation, and in lands that were not previously covered by forests and are suitable for creating forest plantations - by afforestation, as well as by tenants and by users of land plots on which field protection forest strips are located. Afforestation is carried out by creating forest crops or promoting natural regeneration on lands suitable for planting forests that are not covered by forest vegetation. Measures for reforestation are not designed or carried out in the places where endangered and protected species recorded in the Red Book of Ukraine are located (grown) if the reason for the change in the number of such species is plowing, afforestation or other actions that involve damage to the soil cover. In forest areas covered by shrubs, low-productivity and low value plantations, on which it is possible to grow more valuable and high-productivity stands, forest restoration is carried out by reconstruction of plantations using silvicultural methods. Forest restoration and afforestation are carried out in a way that ensures the creation of climate-resistant forests with high protective properties, capable of preventing the occurrence of water and wind erosion phenomena, taking into account the prevention of invasive tree species in natural ecosystems. It is forbidden to reproduce forests with invasive species of trees that are included in the list of invasive species of trees with a significant ability to spread uncontrollably, approved by the Ministry of Environment. Reforestation must ensure: (a) rational use of forest areas; (b) improving the qualitative composition of forests, increasing their productivity and biological stability; (c) increase of water protection, soil protection, sanitary and hygienic and other useful properties of forests; and (d) achieving optimal forest coverage by creating new plantations in the shortest possible time using the most economically and ecologically expedient methods and technologies.
