Abstract This Regulation determines the procedure for conducting land amnesty, creating a commission, its functions, the procedure for creating lists of users, conducting public notification, and making decisions by executive bodies of local government on securing ownership rights to land amnesty objects. Land amnesty is a one-time action to give legal status to the object of land amnesty, including ownership rights to objects that are subject to land amnesty. Objects of land amnesty: (a) land plots with unauthorized construction or unfinished construction of individual residential buildings; and (b) land plots in respect of which there are decisions of the authorized local government body on the transfer of irrigated arable land for individual housing construction. The land amnesty is completed within 2 years from the date of announcement of the land amnesty. This Regulation does not apply to: (a) land plots unauthorizedly built up in places where gas pipelines, high-voltage power lines and heating networks pass, security zones of cemeteries, cattle burial grounds, landfills; (b) irrigated arable land; (c) unsuitable for use in agricultural production; (d) for which there are state acts on the right of private ownership of land plots with agricultural purposes; and (e) garden plots.
