The National Water Resources Board (NWRB) regulates water utilities as part of its economic regulation function. This Order applies that the varying capabilities and needs of water utilities have been recognised and the tariff setting mechanism rationalised, to provide incentives to increase efficiency of water utilities. For regulation of the water utilities, a categorisation of the water utilities and a regulation structure are provided in this Order. In the categorisation section, 3 categories are identified that include water utilities operating for profit, government-owned and government-run water utilities and community based water utilities. In the regulation structure reference is made to certificate of public convenience validity, tariff model and review, preview of business plan, application of CPC renewal and operations and financial review.
