It consists of six articles: General provisions (1); Main objectives of the Program (2); Sources of financing for the Program (3); Scope and structure of the Program (4); Defined purpose of use of the Program funds (5); and Procedure for utilizing the Program funds (6). The objectives of the Program include financing the primary social and economic needs of rural communities (restoration of local infrastructure objects, public works, etc.); supporting the participation of the public in the local governance process; improving the relations between the public and the local government; and increasing the independence of local governments.
