Abstract

This Implementing Regulation is composed of 22 articles, 2 Lists, 3 Annexes and Form sample. Article 1 gives terms and definitions. Article 2 defines requirements and conditions for the issuance of phytosanitary certificates. Article 3 contains requirements and conditions for phytosanitary certificates provided with plant consignments. Article 4 defines adopted and credited fundamentals, principles and directives for the preparation of phytosanitary certificates for the re-exportation of plant consignments. Articles 5 and 6 deal with procedures and measures for the importation and transit of plant consignments. Article 7 the Plant Sanitary Quarantine is charged to control plant consignments in free zones and border posts. Article 8 provides for the storage and movement of plant consignments. Article 9 contains requirements and procedures for the importation of ornamental, afforestation and fruit plants. Article 10 pertains to instructions and directives for the importation and transit of firewood and timber consignments. Article 11 defines competencies of the Internal Plant Quarantine Department. Article 12 decrees the establishment of the Permanent Committee for Plant Quarantine and defines its competencies. Articles 13 to 18 contain general provisions in particular: classification of quarantine centres; registration and preparation of lists; and, offences and penalties. List A1 contains regulated quarantine pests not recorded in Syria. List A2 contains regulated non-quarantine pests. Annex I define sampling methods. Annex II contains allowed nematode families and species with plant consignments. Annex III lists prohibited plants, plant products and nematodes.
