The Resolution for most part entered into force from 1 July 2015 and the remaining clauses will take effect from 1 January 2018.
Abstract

The Resolution regulates ovine and caprine animals. It consists of 15 articles: General provisions (1); Identification/registration of ovine and caprine animals, as well as registration of their temporary stalls (2); Definition of terms (3); Elements of identification/registration (4); Ear tags (5); Registration of stalls and book-keeping (6); Sheet on movement (7); Electronic database (8); Summer pastures (9); Identification-registration of imported ovine and caprine animals (10); Obligations of operator of slaughterhouse (11); Obligations of animal owners (12); State Control (13); Restriction measures (14); and Liability (15). As its annexes, it also includes various forms that need to be used for the registration and state control measures. The main objectives of the Resolution include creation of an unified information system on stalls/temporary stalls for ovine and caprine animals; gaining full information on and individual traceability of the stalls/temporary stalls; protection of the health of the animals; management of epidemiological situation and ensuring animal safety; protection of public health; providing reliable information to consumers; controlling movement and export-import of the animals; ensuring transparency and traceability of food of animal origin; and improving breeding practices.
