Abstract

This Regulation establishes the procedure for determining the nomenclature and the number of fishing gear allowed for use in biological economic or fish-breeding biological substantiation, as well as in the contract for commercial fishing according to quotas in the fishing grounds of the reserve fund. The range of commercial fishing gear authorized for use is determined taking into account: (a) the species and size composition of the fish stock; (b) peculiarities of fish behavior during the period of catching; and (c) absolute catchability and selectivity of commercial fishing gear. Seines are used for catching coastal-pelagic and demersal fish species in the presence of areas of the water area suitable for the use of these commercial fishing gear, including their overgrowth. Nets and traps are used to catch pelagic (vendace, bleak, large perch, chub, silver carp, pike perch, sabrefish, blue bream, asp), seasonally migratory (eel, crucian carp, tench) and overgrown fish species (pike, tench, large perch), as well as in fishing grounds unsuitable for the use of a seine due to the low degree of their availability or the low degree of its effectiveness. The lines are used for catching sedentary nocturnal and twilight fish (burbot, catfish, eel). The nomenclature of commercial fishing gear depends on the characteristics of the fishing grounds, the size range of the dominant fish species. The number of commercial fishing gear is determined on the basis of: (a) the characteristics of the herd being caught (type of fish, allowable catch (quota); (b) economic feasibility of using one or another type of commercial fishing gear; and (c) peculiarities of the fish catching technology. The number of commercial fishing gear required is calculated by the amount of the estimated catch of fish or by the catch per fishing effort for one commercial fishing gear in order to achieve the optimal fishing optimal intensity of fishing.
