Abstract

This Resolution establishes that the export from the Republic of Belarus of mineral or chemical potash fertilizers, classified by code 3104 of the unified Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union, is carried out by Belaruskali Open Joint Stock Company, Open Joint Stock Company "Belarusian Potash Company" and other legal entities under exclusive licenses issued by the Ministry of Antimonopoly Regulation and Trade on the basis of decisions of the Council of Ministers of the Republic of Belarus in the manner similar to that established by the Rules for issuance of licenses and permits for the export and (or) import of goods provided for in the Annex to the Protocol on Non-Tariff Regulation Measures with regard to Third Countries (Annex No. 7 to the Treaty on the Eurasian Economic Union of May 29, 2014), taking into account the specifics established by this Resolution. Legal entities, with the exception of Belaruskali OJSC, Belarusian Potash Company OJSC, interested in obtaining a license, send a letter to the potash fertilizer producer in the Republic of Belarus indicating: (a) estimated volumes of export deliveries of potash fertilizers; (b) countries of destination for export deliveries of potash fertilizers; (c) information with copies of supporting documents attached on the forthcoming prepayment (or availability of a bank guarantee) in the amount of at least 50 percent of the total cost of potash fertilizers expected to be exported and on the existence of agreements with organizations engaged in transportation, for the entire estimated volume of export deliveries of potash fertilizers.
