Article 1 charges General-Directors of the Ministry of Agriculture and Irrigation in the Capital and provinces to issue licences for the practice of pesticide professions concerning the sale, storage, and transport and fighting of plant pesticides. Article 2 imposes upon all General-Directors of the Ministry of Agriculture and Irrigation and upon plant protection specialists in all provinces to prohibit the introduction and importation plant pesticides without valid licences issued by the General Administration of Plant Protection. Article 3 entrusts the General Administration of Plant Protection to cooperate with Offices of the Ministry situated in all provinces for carrying out field experiments on plant pesticides and to execute fighting campaigns against pests and diseases. Article 4 charges the Offices of the Ministry of Agriculture and Irrigation situated in the provinces to submit monthly reports to the General Administration of Plant Protection about the implementation of the aforementioned competencies.
