Resolution No. 15 of 2002 establishing technical committees in the provinces included in the Desert (Albadeya) Protection Law to conduct a census on the number of wells and their irrigation capacity.

Abstract

This Resolution provides for the establishment of Technical Committees in the provinces included in the Desert Protection Law. The Committees shall be formed by representatives of the Agriculture and Land Reclamation Department as well as by the concerned Basin Institutions. Their objective shall be to prepare a study regarding the number of unauthorized exploited wells, the name of the exploiters, sites of the well, irrigation capacity of the well, type of water used for irrigation as well as the land surface which could be irrigated by the well for the cultivation of winter crops and fruit trees. The concerned authorities of the Ministry of Agriculture and Land Reclamation and the Ministry of Irrigation shall provide the necessary equipments, instruments and surveyors. The Ministry of Agriculture and Land Reclamation shall issue resolutions for the expropriation of exploitation rights in the desert. The Municipalities, Drinking Water and Drainage Units and other concerned authorities are requested not to impose taxes or fees on well owners in exchange of the necessary documents to regulate the position of the wells. The General Irrigation Departments for Basins and the General Institution of Euphrates Dam shall issue, renew, or revoke licences for wells.
