Abstract This Decree approves the National baselines for regulating animal use for scientific and didactical purposes (DBCA). The National baselines, consisting of 9 Sections, aims at establishing principles of conduct allowing to guarantee the ethical care and management of animals used for scientific and didactical purposes. The principles established in these baselines are a guiding for researchers, professors, students, technical professionals, institutions, Ethics Commissions for Animal Uses(CEUAs) and all persons involved in animal care and management for these purposes.
