Abstract

This Resolution establishes the procedure for classifying objects on which installations, storages (reservoirs, vessels), pipelines, machines, aggregates are located, technological equipment, structures or a complex of structures located within the object on the surface of the earth or underground, in which one or more hazardous substances are temporarily or permanently used, processed, manufactured, transported, stored, as facilities of increased hazard of the corresponding class. The identification of facilities of increased danger is carried out by legal entities or natural persons - entrepreneurs in relation to facilities owned or managed by them. The identification of facilities of increased danger in relation to the objects being designed is carried out by construction customers. Identification of facilities of increased danger in relation to objects, information about which is a state secret, is carried out in compliance with the requirements of the relevant regulatory legal acts. The identification of the object of increased danger is carried out in three stages. At the first stage, a list of hazardous substances is drawn up by individual names, classes of hazardous substances and hazard categories listed in Tables 1 and 2 of the Annex 1. At the second stage, a list of production units that contain hazardous substances, defined in accordance with paragraph 5 of this Procedure, is drawn up. At the third stage, the mass of the hazardous substance in each individual production unit is determined and the total mass of hazardous substances is calculated separately for each individual name of the hazardous substance determined in accordance with Table 1 of the Annex 1.
