Abstract

This Resolution approves the Models for the Management of Irrigation Structures Built by the State. The Resolution aims to guaranteeing the sustainability of investments made by the State, strengthening the organizational structure, as well as the evolution of farmers, in the sense of their transformation into a business community that operates in the value chain of agricultural production. These models can be classified into: a) Model 1: User management; b) Model 2: Management by a public entity; c) Model 3: Management by concession with private companies or associations; and d) Model 4: Combined management of the different models by users and by public entity and/or by concession with private companies or associations (Public-Private Partnership). This classification is based on the following factors: – land ownership complexity, translated into different types of users: small producers, commercial producers and companies; – the complexity of the infrastructures installed; – the size/area of the irrigation.
