Abstract This Resolution consists of 5 Chapters divided into 28 articles: Establishment, terms and definition (I); Objectives of the Authority (II); Authority activity management (III); Authority finance resources (IV); Concluding provisions (V). The aim of this Authority is to guarantee potable water for the rural population and the inhabitants of islands (art. 5). Competencies of the Authority shall be the following: to set out plans, programmes and budget necessary for the realization of projects; to undergo water research and search for safe and protected water resources; to prepare annual budget; to prepare technical studies and projects; to search for external finance; to take necessary measures for the protection of the environment; to train and build the capacity of employees, and offer advice and consultation (art. 6).
