This Act enters into force 30 days after the day of its publication in the Official Gazette.
Abstract

This Act, consisting of 173 articles divided into six Titles, establishes the Consumer Act of the Philippines. The policy of the State aims at protecting the interests of the consumer, promote his general welfare and to establish standards of conduct for business and industry. Towards this end, the State shall implement measures to achieve the following objectives: a) protection against hazards to health and safety; b) protection against deceptive, unfair and unconscionable sales acts and practices; c) provision of information and education to facilitate sound choice and the proper exercise of rights by the consumer; d) provision of adequate rights and means of redress; and e) involvement of consumer representatives in the formulation of social and economic policies. The State, through the Department of Health shall: a) establish standards and quality measures for food, drugs, devices and cosmetics; b) adopt measures to ensure pure and safe supply of foods and cosmetics, and safe, efficacious and good quality of drugs and devices in the Country; c) adopt measures to ensure the rational use of drugs and devices, such as, but not limited to, banning, recalling or withdrawing from the market drugs and devices which are unregistered, unsafe, inefficacious or of doubtful therapeutic value, the adoption of an official National Drug Formulary, and the use of generic names in the labeling of drugs; d) strengthen the Bureau of Food and Drugs.
