This Act enters into force after 15 days from its publication in at least two national newspapers of general circulation.
Abstract

This Act amends the Climate Change Commission to formulate and implement plans for the country to cushion the impact of natural disasters. The Commission shall be the lead policy-making body of the government, which shall be tasked to coordinate, monitor and evaluate the programs and action plans of the government in order to ensure the mainstreaming of climate change into the national, sectoral and local development plans and programs pursuant to the provisions of this Act. (Section 4). The Commission shall be an independent and autonomous body and shall have the same status as that of a national government agency entitled to integrate disaster risk reduction measures into climate change adaptation plans, development and poverty reduction programs focusing on women and children, especially in the rural areas, since they are the most vulnerable.
