Abstract

The present Regulations are made under the Renewable Diesel Act. In particular, the Regulations: 1) identify diesel fuels to be included in the definition of “diesel fuel” under the Act; 2) list the persons to be included as distributors for the purposes of complying with the Act; 3) set out fuels to which the Act does not apply; those are aviation fuel and fuel used for any purpose in Northern Saskatchewan. Another provision will allow distributors to include these fuels as part of their compliance volume if blended with renewable diesel; 4) provide flexibility with respect to compliance for situations where a transfer of physical or notional renewable diesel volumes occurs between distributors operating under exchange or supply agreements; 5)specify the standards and specifications for renewable diesel fuel; 6) permit the minister to grant a waiver to a distributor who is unable to comply with the mandate due to unforeseen and uncontrollable circumstances; and 7) set out the records to be kept, a five-year retention period for those records and the information to be reported in order for Enterprise Saskatchewan (ES) to monitor compliance. The text consists of 16 sections divided into 4 Parts as follows: Preliminary matters (I); Regulation of distributors (II); Records and reporting (III); General (IV).
