Timber may be removed from state or private land under a permit to convey or to move timber in the form and at such conditions as set out in the Schedule to these Rules. Such permits shall be issued by authorized officers and other persons appointed by the Director of Forestry. The authorized officer may refuse a permit unless he or she is satisfied that the timber originates from private land with the consent of the owner or from State land in accordance with a licence granted under the State Lands Forest Procedure Rules.
