An application for a licence and a licence shall be in the form as set out in the Schedule to these Regulations. Such licences shall be issued only by the Regional Director if s(he) holds this to be in the public interest. The Regulations also, among other things, define conditions of sale or supply such hazardous substances; and provide for the keeping of records, labelling of substances, duties of inspectors and disposal of empty containers.
