The 40 regulations are divided into 9 Parts: Definitions (I); Forms and procedures for granting rights or exploratory rights, allocating quotas and issuing licences (II); Fishing for recreational purposes (III); Conservation measures (IV); Protection of the marine environment (V); Documents and measuring of mass (VI); Landing of bycatches (VII); Compliance control (VIII); Offences and penalties and repeal of Regulations (IX). Regulation 3 concerns the application for a right to harvest marine resources, an exploratory right or a fishing quota in accordance with the Act. Licences to use fishing vessels and use of Namibian flag for fishing shall be in the form set out in Schedule 9 (reg. 3). Conservation provisions of Part IV concern use of gear, clearance of fishing vessels, measurement of meshes, restrictions on trawling, protected species, importation of live marine resources, permanence in marine reserves, and concern specific animals such as rock lobster and seals. Part V mainly provides for the control of pollution of the marine environment by waste and fishing gear. Regulation 25 and following of Part VI regulates the keeping of logbooks and documents to be carried on board of fishing vessels. The Regulations are completed by Schedules containing forms, prescribing quantities of marine resources that may be harvested without a permit, listing marine resources that may not be discarded, regulating of marking of fishing vessels and fishing vessels.
