Abstract The purpose of these Regulations is to strengthen the protection of wetlands, maintain the basic functions of wetland ecosystem, and promote the sustainable use of wetland resources. The Text is divided into 6 Chapters: General Provisions (I); Planning and Identification of Wetlands (II); Protection and Utilization of Wetlands (III); Supervision and Inspection (IV); Legal Responsibility (V); Supplementary Provisions (VI). The Department of forestry shall be responsible for wetland administration (art. 6). The Departments of forestry at or above county level shall formulate wetland planning in their own administrative areas, based on the results of scientific surveys and special investigation on wetland resources and linked with land use planning, urban planning, water resource planning, environmental planning and other special planning (art. 9). The remaining articles of these Regulations make provision, inter alia, for establishment of wetland natural reserves; licensing system for development and utilization of wetland resources; supervision and inspection; and offences and penalties.
