The Regulations consist of 43 articles. In developing and utilizing water resources, comprehensive scientific survey, investigation and assessment must be undertaken. Furthermore, overall planning has to be made on the basis of river basins or regions. Plans are either comprehensive or special. Unified planning of groundwater drawing must be conducted on the basis of survey and assessment of water resources.
