Abstract The purpose of these Regulations is to strengthen wetland protection, maintain ecological functions and biological diversity of wetlands, promote sustainable utilization of wetland resources, and promote ecological civilization construction. The Text is divided into 6 Chapters: General Provisions (I); Wetland Planning and Wetland Directory (II); Protection Wetlands (III); Supervision and Inspection (IV); Legal Responsibility (V); Supplementary Provisions (VI). The Department of forestry shall be responsible for wetland administration (art. 7). The Departments of forestry at or above county level shall formulate wetland planning in their own administrative areas (art.11). Provincial important wetland directory and the scope of protection shall be proposed by the competent forestry department of the provincial people's government (art. 15). The remaining articles of these Regulations make provision, inter alia, for establishment of wetland natural reserves; establishment and improvement of the wetland ecological compensation system; supervision and inspection; measures to be taken for degradation of wetland functions due to over-grazing; and offences and penalties.
