Abstract Regulations to provide for a variety of matters relating to the management of forest resources and rights of use of forests (Chapter 2), allocation of forest and forest plantation lands, development and utilization of forest and forest plantation lands. Transfer of forest and the administrative department of Beijing shall approve forest plantation lands to else uses other than forestry. Cutting of the protected forests shall be strictly forbidden. The administrative department shall control the cutting of forests, and the issuing of cutting permission shall be within the quotas.
