Ownership, occupation or use of premises in the sense of these Regulations require a licence. No licence shall be issued unless the premises have been inspected and registred with the National Food Control Commission by an authorized officer (Reg. 3). Regulation 6 prescribes that growing and harvesting operations for raw materials to be used in the preparation of food shall be "of a clean and sanitary nature" and that raw materials unfit for food preparation purposes shall be disposed in such a manner that they cannot contaminate food. Other Regulations provide for the cleanliness of food premises, and the construction and layout, equipment and sanitary facilities of food premises (Regs. 7-14). If premises are deemed to be unfit for food preparation or sale the authorized officer may serve a notice in writing on the person who ownes or operates such premises to undertake measures specified in Regulation 15.
