The Regulations define competent authorities for purposes of these Regulations, define procedures for applications and issue of environmental authorizations. It also concerns appeal against decisions as defined by sections 42 and 43 of the Act. The Regulations, among other things, lay down criteria for determining whether basic assessment or scoping and environmental impact assessment is to be applied to applications and provide rules relative to environmental impact assessment reports.
