Q-2, s. 31.0.1). Section 1 establishes that the Regulation applies to every operator whose enterprise, facility or establishment emits a contaminant listed in Schedules A and A.1 into the atmosphere at a level that is equal to or greater than the reporting threshold prescribed for the contaminant. Moreover, the provisions of the Regulation apply in a reserved area or an agricultural zone established under the Act respecting the preservation of agricultural land and agricultural activities (R.S.Q., c. P-41.1).
