It is binding on all ministries, administrative bodies, organizations, enterprises and institutions related to water monitoring. The purposes of water monitoring are to collect data collection on the state of water resources, manage waterbodies and regulate the use of water resources, which shall be achieved through: (a) regular observations, data collection and reporting; (b) registration of water resources; (c) registration of water uses; (d) data processing; (e) assessing the state of water resources and controlling compliance with normative requirements; (f) forecasting changes to water resources; and (g) creating a water management information system.
