Underwater fishing is traditional activity aimed at catch, reproduction and protection of aquatic biodiversity by means of immersion of human being in aquatic environment carried out with or without gear. Underwater hunting makes part of underwater fishing carried out by individual fishing gear: by hand, by harpoon and by harpoon guns. Underwater fishing (underwater hunting) as sport and artisanal fishing represents indefeasible right of capable citizens and residents of the Russian Federation. Russian nationals must have certificate of underwater fisherman (underwater hunter) issued by the bodies of the Federation of underwater fishing of the Russian Federation in order to be able carry out underwater fishing (underwater hunting) in inland water, territorial sea, continental shelf and EEZ of the Russian Federation. Foreign nationals must have certificate of underwater fisherman (underwater hunter) in order to be able to carry out artisanal underwater fishing (underwater hunting) on the territory of the Russian Federation.
