Abstract

This Regulation determines legal and organizational basis of the State Institution "Center for the development of the halal industry" under the Ministry of economy and finance of the Kyrgyz Republic. The Center is a subordinate unit of the Ministry of Economy and Finance of the Kyrgyz Republic, carrying out activities in the field of the development of the halal industry in the Kyrgyz Republic, promoting domestic halal products in accordance with legislation of the Kyrgyz Republic and international requirements. The main tasks of the Center shall be as follows: (a) creation of conditions for production, manufacturing, processing, storage and export of competitive domestic halal products and services; and (b) improvement of the business environment and implementation of investment projects in the field of halal industry. The Center, in accordance with the tasks assigned thereto, carries out the following functions: (a) provision of services in the field of halal industry; (b) participation in the harmonization of regulatory legal acts in the field of halal industry, as well as submission to the Ministry of proposals for improvement of regulatory legal acts in the field of the halal industry; (c) participation in the development of standards in the field of halal industry by industry, harmonization with international (regional) standards; (d) education and training of qualified specialists in the field of halal industry; (e) providing methodological assistance and advice to manufacturers on implementation of halal standards at food processing enterprises, in slaughterhouses, at public catering facilities, hotel and tourism business; (f) interaction with associations (unions, cooperatives) of manufacturers of halal products for standardization in the Kyrgyz Republic, providing methodological assistance in the field of the halal industry; (g) making proposals to the Ministry on the advisability of a conclusion of international agreements in the field of halal industry; (h) organization of seminars, forums, conferences and other information measures for the implementation of state policy in the field of halal industry and popularization of economic and legal knowledge on halal industry, broad awareness of the main aspects of the development of halal industry; (i) ensuring the availability and transparency of rules and procedures in the field of halal industry; (j) information on halal industry, management and support of the official website of the Center; (k) provision of methodological, organizational and other support in the field of halal industry; (l) formation of an information database in the field of halal industry, and also monitoring of market participants; (m) implementation of international cooperation within its competence; and (n) performing other functions necessary to achieve the goals and performing the tasks of the Center.
