Abstract

The present Regulation shall be applicable to small-scale ponds and water reservoirs with the reservoir capacity of ten million cubic metres used for irrigation or soil wetting. The Regulation consists of 10 Sections dealing with the following matters: (1) introduction (sect. 1); (2) general requirements (sect. 2); (3) turning over for operation of ponds and water reservoirs (sect. 3); (4) organization of traffic department (sect. 4); (5) operation system of ponds and small-scale water reservoirs (sect. 5); (6) technical maintenance of ponds, water reservoirs and waterworks (sect. 6); (7) hydrometeorological service and registration of the use of water reservoir (sect. 7); (8) safety measures (sect. 8); (9) documentation (sect. 9); (10) attachments. The present Regulation envisages the utilization of ponds and water reservoirs in strict observance of the environmental protection requirements and shall be compulsory for all water users and water managers. The following requirements shall be met in case of the agricultural use of ponds and water reservoirs: (1) spring infill to the inferior limit; (2) evacuation of water in arid years to the inferior shallowing level for the purpose of irrigation and soil wetting; (3) total evacuation of water once in 3-4 years for prophylactic arrangements. Annually before spring flooding a special commission shall be set up with the following purposes: (1) to elaborate the list of anti-flooding arrangements; (2) to establish the modalities of infill and evacuation of water from ponds and water reservoirs depending upon hydrological prognosis and weather conditions; (3) inspection of waterworks. Water conservation zones no less than 500 metres wide shall be established on the territory adjoining defined areas of water of ponds and water reservoirs for the prevention of water pollution, siltation and exhaustion of water.
