Abstract

This Regulation, based on the provisions of the Law on waters, prescribes detailed conditions regarding the manner and procedure for using the sludge, including issues on maximum values of concentrations of heavy metals in soil in which the sludge is used, values of the concentrations of heavy metals in the sludge according to its purpose, as well as the maximum annual quantities of heavy metals that can be introduced into the soil. The provisions of this Regulation are referred to the following: sludge from urban wastewater treatment plants and other treatment plants, treated wastewater whose composition is in accordance with the requirements of urban wastewater; sludge from septic tanks and other suitable means for wastewater treatment; and remaining sludge or sediments from other procedures of wastewater treatment. These provisions shall be applied together with the regulations that regulate the recultivation of agricultural land and areas that are used for agricultural production. This text is harmonized with the provisions of the Directive 2000/60/EC of the European Parliament and of the Council establishing a framework for Community action in the field of water policy; and Council Directive 91/271/EEC concerning urban waste water treatment.
