Abstract These Regulations determine the conditions, order, responsibilities and obligations of the state, municipal bodies, physical persons, etc. in implementing the Law for protection of agricultural lands. The Regulations are divided into 9 Chapters, and transitional and concluding provisions. Chapter 1 sets out general provisions. Chapter 2 provides for rights and obligations of individuals and specialised state bodies for the protection of agricultural lands from damage. Chapter 3 provides for the restoration and improvement of the productive quality of agricultural lands. Chapter 4 deals with reclamation of damaged terrains, improvement of low-production lands, removal and utilization of the humus layer. Chapter 5 provides for the change of the designation of agricultural lands for non agricultural purposes. The designation of agricultural land may be changed when the site is constructed for individual or corporate body's own needs, for state and municipal needs, etc. Chapter 6 prescribes the fees that shall be paid for the change of the designation of agricultural land. Chapter 7 gives provisions for revoking or amending decisions for the change of use of the land. Chapter 8 deals with institutions responsible for the change in designation of agricultural land.
