Abstract

This Regulation, in accordance with the provisions of the Directive 2008/56/EC of the European Parliament and of the Council establishing a framework for community action in the field of marine environmental policy (Marine Strategy Framework Directive) determines the detailed content and method of preparation of the marine environment management plan and sets necessary timelines for the preparation of individual contents of the plan. The Regulation applies to marine waters, taking into account cross-border impacts on the quality of the marine environment of third countries in the marine region or subregion (as referred to in article 4 of this text). The plan is prepared as a basis for flexible management of the marine environment, taking into account the ecosystem approach, with the aim of achieving good environmental status of marine waters by 2020 at the latest. The Annex is part of this publication (Annex 1: Quality descriptors for determining the good environmental status of marine waters; Annex 2: Information on the authority responsible for the preparation of the plan; Annex 3: Tentative list of ecosystem elements, anthropogenic loads and human activities relevant to marine waters; Annex 4: Starting points taken into account when setting environmental target values; Annex 5: Preparation of monitoring programs; Annex 6: Programs of measures).
