Abstract This Regulation here defines the necessary contents, method and detailed issues regarding the procedure of drafting spatial and urban planning documents. The spatial plan of the Republic of Serbia contains a textual part and a graphic part. The textual part of the Spatial Plan of the Republic of Serbia contains: 1) initial basics: (1) the territory of the Republic of Serbia in the wider European environment; (2) general assessment of the condition; (3) synthetic analysis of the potential and limitations of spatial development; 2) principles and goals: (1) vision of spatial development of the Republic of Serbia; (2) principles of spatial development of the Republic of Serbia; (3) general goals; (4) operational goals; 3) concept of spatial development: (1) scenarios of spatial development of the Republic of Serbia; (2) the concept of sustainable spatial development of the Republic of Serbia; (3) interregional relations; 4) spatial development - planning solutions: (1) nature and ecological development: protection and sustainable use of the territory of the Republic of Serbia; protection and sustainable use of natural resources; protection and improvement of environmental quality; protection, arrangement and sustainable use of landscape, natural and cultural heritage; defense of the country, emergency situations, natural disasters and technological accidents; (2) population and social development: population and settlements; demographic development; polycentric urban system; (3) urban and rural development: sustainable urban development and arrangement of urban settlements; sustainable rural development and village development; (4) social development: network of public services; social cohesion; (5) sustainable economy: sustainable economic development at the regional level (agriculture, forestry, industry, tourism); sustainable development of energy and water management; sustainable transport, networks and facilities; sustainable technical infrastructure; land as an economic-ecological category; (6) regional development and spatial integration of the Republic of Serbia; 5) implementation: (1) measures and instruments for implementation; (2) spatial development indicators.
