Abstract This Regulation lays down rules for the procedures and principles for all kinds of surveillance services required by maritime trade and for the authorization and supervision of legal persons for the provision of surveillance services. This Regulation sets forth provisions on the training, licensing, duties and obligations of the officials responsible for the surveillance of vessels carrying hazardous cargo; areas of maritime surveillance services; obligations of the vessel owners or operators; restrictions, inspection and sanctions; cancellation of certificate of authority; and the obligation to get maritime surveillance services from the enterprises authorized by the Ministry.
