Abstract This Regulation prescribes guidelines to be followed by governmental agencies when formulating, modifying, renewing or implementing any policy, plan or program which may have significant impacts on the environment. Before submitting any proposal to the Royal Government of Bhutan, a Strategic Environmental Assessment shall be performed by agencies based on principles outlined in article 8. When a Strategic Environmental Assessment is required, it shall include an Environmental Statement (art. 10). A Planning Commission shall be responsible for the incorporation of Strategic Environmental Assessment in the formulation of plans and all agencies shall monitor and assess the environmental effects of the plans.
