State nature reserve “Rostovsky” is an environmental, research and environmental education federal institution with the aim of preserving and study of the natural course of natural processes and phenomena, genetic fund of flora and fauna, individual species and communities of plants and animals, typical and unique ecological systems. The following tasks are assigned to the reserve: (a) implementation of the protection of natural areas in order to preserve biological diversity and maintenance of protected natural complexes and objects; (b) organization and conduct of scientific research, including keeping the Chronicle of nature; (c) implementation of environmental monitoring; (d) environmental education; (e) participation in the state environmental audit of projects and schemes of placement of economic and other facilities; and (f) assistance in training of scientific personnel and specialists in the field of protection of the natural environment. On the territory of the reserve shall be prohibited any activity that contradicts the tasks of the reserve and the regime of special protection of its territory, including: (a) change of hydrological regime of land; (b) exploration and development of minerals, disturbance of soil cover, mineral outcrops and rocks; (c) collection of medicinal plants and technical raw materials, as well as other types of forest use; (d) mowing, grazing, placing beehives and apiaries, collecting and harvesting of wild fruits, berries, mushrooms, nuts, seeds, flowers and other uses of flora; (e) construction and placement of industrial and agricultural enterprises and their individual objects, construction of buildings and structures, roads and overpasses, power lines and other communications, with the exception of those necessary to ensure the activities of the reserve; (f) commercial, sports and recreational hunting, other types of use of wild fauna species; (g) introduction of living organisms for the purpose of their acclimatization; (h) use of mineral fertilizers and chemical plant protection products; (i) transit passage of livestock; (j) stay, passage and movement of unauthorized persons and vehicles off roads and public waterways; (k) collection of zoological, botanical and mineralogical collections, except for those envisaged by the theme and plans of scientific research in the reserve; (l) flight of helicopters and aircraft below 2000 meters over the reserve without coordination with administration of the reserve or the State Committee for Ecology of Russia, as well as the flight of aircraft over the reserve at supersonic speed; (m) other activities that disturb the natural development of natural processes, threatening the state of natural complexes and objects, as well as not related to the fulfillment of the tasks assigned to the reserve. On the territory of the reserve shall be authorized the following activities aimed at: (a) preservation in the natural state of natural complexes, their restoration, as well as prevention of changes resulting from anthropogenic impact on natural complexes and their components; (b) maintaining conditions that provide sanitary and fire safety of people, animals, natural complexes and objects; (c) prevention of dangerous natural phenomena that threaten human life and settlements; (d) conducting scientific research, including environmental monitoring; (f) conducting environmental education work; and (g) exercise of control functions.
