Abstract

The Ministry establishes that state nature reserve of federal significance “National park “Ugra”shall have the status of state environmental protection, scientific research and educational institution, which includes ecosystems and natural complexes which include water basins of the rivers Ugra, Oka and Zhizdra, with the scope of environmental protection, educational, scientific and cultural purposes, and for regulated tourism. It shall be located in the Kaluga province with the total area of 98,6 thousand ha. Reserve shall have the following purposes: (a) conservation and protection of unique natural ecosystems (landscape conservation); (b) conservation and protection of wild fauna and wild flora species; (c) conservation of cultural heritage; (d) ecological monitoring; (e) ecological education; and (f) regulated tourism and recreation. The following activities shall be prohibited on the territory of reserve: (a) exploration, prospecting and mining; (b) any activity that can cause soil disturbance; (c) any activity that can cause modification of the existing hydrological regime; (d) construction of highways, pipelines and communication routes; (e) timber extraction and procurement of non-timber forest products; (f) commercial fisheries and hunting; and (g) removal of the objects of cultural heritage.
