Abstract

State institution "National Park "Chavash varmane" is an environmental institution of federal significance, the territory/water area of which includes natural complexes of particular ecological, historical and aesthetic value and is destined for the use for environmental protection, scientific and cultural purposes. Territory of the national park shall pertain to federal property. Land, water, subsoil, wild flora and fauna located on the territory of the national park, are allotted thereto for use (possession) on the basis of federal legislation. Expropriation of land and other natural resources from the national park is prohibited. Land plots within the boundaries of the national park, as well as buildings located thereon, structures and premises are not subject to privatization. National park shall perform the following tasks: (a) preservation of natural complexes, unique and reference natural sites and species; (b) preservation of monuments of history, culture and other objects of cultural heritage; (c) environmental education of the population; (d) creating conditions for regulated tourism and recreation; (e) development and implementation of scientific methods for the protection of nature and ecological education; (f) organization and conduct of environmental monitoring; and (g) restoration of damaged natural and historical-cultural complexes and objects. The following activities shall be prohibited on the territory of the national park: (a) any activity that threatens the existence of natural complexes and taken under the protection historical and cultural sites; (b) holding mass sports and entertainment events; (c) disturbance of soil cover; (d) driving and parking of motorized vehicles, passage of livestock outside roads and waterways of general purpose and outside special places provided for such purposes; (e) geological exploration and development of mineral resources; (f) removal of objects of historical and cultural heritage; (g) damage, littering, destruction of natural objects; (h) excavation and other prospecting work, including the use of metal detectors, without the written permission of the administration of the national park; and (i) carrying out activities without a license from the national park for regulated tourism and recreation subject to licensing.
