Abstract

The Ministry establishes that state biosphere reserve of federal significance “Astrakhan state biosphere reserve named after Order of the Red Banner of Labour” shall have the status of state environmental protection, scientific research and educational institution with the scope of conservation and study of unique natural processes, wild animal and wild plant genetic resources, some animal and plant populations, and ecosystems of the Astrakhan province. Total land area of biosphere reserve is 66816 ha. Biosphere reserve “Astrakhan state biosphere reserve named after Order of the Red Banner of Labour”was set up by decision of UNESCO and is part of the World network of biosphere reserves. Reserve shall have the following purposes: (a) conservation, recovery and reproduction of wild fauna and biological diversity, and ecosystem preservation; (b) research; (c) ecological monitoring; (d) ecological education; and (e) training of scientific personnel. The following activities shall be prohibited on the territory of reserve: (a) all types of hunting; (b) transit passage of cattle; (c) land reclamation and irrigation, modifying the existing hydrological regime; (d) construction; (e) application of chemicals and fertilizers; (f) timber extraction, logging and procurement of non-timber forest products; and (h) introduction and acclimatization of living organisms.
