The compensatory measures are designated for population under the poverty line while improving and preventive measures are considered for population who already are above the poverty line. The Ministry of Welfare is the responsible authority to determine the minimum of income which is considered as the poverty line in each year. The protective measures of this regulation include food security, basic healthcare, job creation, accommodation, capacity building, improvement of the public awareness and risk management. According to the Regulation, management of resources, coordination between relevant agencies and monitoring the implementation of this regulation are the obligations of the Ministry of Welfare.
