Abstract

Resource reserve “Ochuma” shall be classified as national nature reserve – protected area. Resource reserve “Ochuma” shall perform the following functions: (a) conservation of typical landscapes of the Western Yakutia, the system of big and small lakes, wild fauna and wild flora; (b) restoration of the number of fur-bearing animals, preservation of the habitats and mating grounds of waterfowl and upland game, wild ungulates; (c) preservation and protection of places of temporary accumulations and transit stops of migratory birds - singing, predatory, waders, ducks, geese, swans and cranes, as well as many nesting places, including rare birds like the black crane; (d) scientific research and environmental monitoring; and (e) preservation of spawning and feeding grounds for fish, including valuable species - whitefish, grayling, lenok, taimen, sturgeon on inflows of the rivers Holomolooh, Ogogut and Ygyatta. The following activities shall be prohibited on the territory of resource reserve: (a) (a) hunting for wild ungulates, upland fowl and waterfowl; (b) commercial fisheries and artisanal fishing; (c) destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (d) presence with hunting gear and dogs; (e) main use felling; (f) industrial collection and procurement of berries, mushrooms and medicinal plants; (g) industrial activity, construction of industrial infrastructure; (h) exploration, mining, any types of soil cover and vegetable cover disturbance, plowing up, blasting operations, industrial timber extraction; (i) burning of vegetation, application of pesticides; (j) unauthorized presence of extraneous persons; (k) flight of aircraft lower than 500 m; (l) pollution of the territory by domestic and non-domestic waste; and (m) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. The following activities shall be authorized: (a) traditional nature management (horse breeding, reindeer breeding, haymaking, collection of wild growing berries and mushrooms); (b) fee-paid artisanal fishing and hunting; and (c) in some case regulated environmental tourism.
