Resource reserve “Delta Yan” shall perform the following functions: (a) preservation of unique and typical tundra and forest-tundra ecosystems as the habitats of the indigenous population; (b) protection of breeding sites for waterfowl, including rare bird species, and places of concentration of birds on migratory routes, as well as places of mass feeding of valuable fish species; (c) preservation and reproduction of fur-bearing animals, wild ungulates; and (d) organization of observations and registration of rare birds. The following activities shall be prohibited on the territory of resource reserve: (a) hunting for all wild fauna species, disturbance of habitats of wild fauna species; (b) commercial and artisanal fisheries; (c) collection and procurement of berries, mushrooms and medicinal plants; (d) mining and all types of soil disturbance; (e) landing of aircraft without permit of environmental protection bodies and flying over reserve territory at an altitude of less than 500 meters; (f) unauthorized stay of extraneous persons and presence of vehicles not related to the functioning of the reserve; (g) construction of industrial facilities; (h) stay with firearms, except for authorized staff; (i) keeping unleashed dogs; and (j) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional Ministry of Environmental protection can be authorized the following activities: (a) scientific research; (b) collection of specimen for scientific research; (c) licensed hunting for fur-bearing animals within established quotas; (d) collection of wild growing berries and mushrooms; (e) intermediate felling; and (f) stay with hunting firearms and other hunting gear for hunters in authorized hunting periods with hunting license or special permit hunting permit issued by the authorized body of state control of protected area.
