Resource reserve “Bordon” shall perform the following functions: (a) protection, reproduction and replacement of biological diversity; (b) conservation of natural environment of indigenous peoples and their traditional forms of economic activities; (c) improvement of territories of particular ecological and aesthetic value and management thereof for educational, cognitive, healthcare, recreational and scientific research purposes; (d) propaganda of nature protection; and (e) environmental monitoring. The territory of the reserve shall be destined for traditional nature management (horse breeding, livestock breeding, haymaking, collection of wild growing berries and mushrooms). The following activities shall be prohibited on the territory of resource reserve: (a) hunting, fishing in excess of the established quotas, destruction and capture of wild animals and birds, destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (b) exploration, mining and all types of soil cover disturbance; (c) construction and placement of industrial facilities and roads; (d) presence of vehicles, except for service purposes, and outside public roads; (e) flight of aircraft lower than 500 m; (f) unauthorized stay of persons not related to traditional nature management and the functioning of the reserve; (g) pollution of the territory by domestic and non-domestic waste; (h) application of pesticides, as well as to combat pests, plant diseases and weeds without prior authorization of environmental bodies; (i) main use felling; (j) stay with firearms, except for authorized staff; (k) keeping unleashed dogs; and (l) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional Ministry of Environmental protection can be authorized the following activities: (a) scientific research; (b) performance of required fire-fighting, sanitary and epidemiological arrangements; (c) rehabilitation activity in areas damaged by natural disasters or by unauthorized human activities; (d) collection of specimen for scientific research purposes; (e) traditional activities; (f) transit passage along authorized routes of workers of peasant farms and other land tenants to the allotted land plots; (g) construction of facilities related to the principal activity pf land tenants; (h) collection of wild growing berries and mushrooms in authorized periods; (i) intermediate felling; and (j) stay with hunting firearms and other hunting gear for hunters in authorized hunting periods with hunting license or special permit hunting permit issued by the authorized body of state control of protected area.
