Resource reserve “Beloozersky” shall perform the following functions: (a) maintaining the natural state of protected natural complexes and preserving biological diversity; (b) restoration and development of traditional forms of management of the local population; (c) environmental monitoring; (d) scientific research; (e) creation of conditions for regulated tourism and organized recreation in natural conditions; and (f) organization of events on environmental education of the population. The following activities shall be prohibited: (a) hunting for all species of wild ungulates; (b) destruction and capture of wild animals and birds, destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (c) pollution of the territory by domestic and non-domestic waste; (d) application of pesticides and fertilizers; (e) movement and parking of vehicles without official need and outside public roads and common access waterways; (f) landing of aircraft without permit of environmental protection bodies and flying over reserve territory at an altitude of less than 500 meters; (g) unauthorized stay of extraneous persons not related to traditional nature management nor reserve employees; (h) industrial procurement and collection of berries, mushrooms and medicinal plants; (i) exploration, mining, any types of soil cover and vegetable cover disturbance, plowing up, blasting operations, industrial timber extraction; (j) construction and placement of industrial facilities, high-voltage lines, main pipelines and roads; (k) any activity modifying hydrological regime of surface water and groundwater; and (l) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. The following activities shall be authorized: (a) scientific research; (b) haymaking, grazing of cattle as form of traditional economic activities and traditional nature management; (c) collection of berries and mushrooms within established periods; (d) licensed fisheries, licensed commercial hunting for fur-bearing animals within established quotas within areas of licensed management of wild fauna species; (e) regulated environmental tourism; and (f) intermediate felling.
