The Regulation consists of 19 articles divided in two chapters; General Provisions (I); Programs (II). The short-term programs of the Regulation include determination of the quality and quantity of the dust phenomenon in the west and south areas of the country, providing the early-warning system, equipping weather monitoring stations, mulching the areas exposed to wind erosion, protection and restoration of the wetlands and relevant training programs. The medium-term programs include creating green spaces in the endangered areas and establishment of the Climatology Research Institute. The long-term programs of the REgulation include draft of the comprehensive plan for management and restoration of the grasslands in southern and western provinces, draft of the comprehensive plan for coping with drifting sand and wind erosion in southern and western provinces with the main priority in biological methods as well as increase international and regional cooperation. According to the Regulation, the Forests, Range and Watershed Management Organization is the responsible authority to implement the United Nation Convention to Combat Desertification.
