Abstract This Regulation aims at reducing substandard shipping in the waters under the jurisdiction of Turkey by monitoring the compliance of ships with the international standards and national legislation for marine safety, pollution prevention, protection of marine environment and shipboard living and working conditions. This Regulation does not cover fishing vessels, ships of war, naval auxiliaries, wooden ships of a primitive build, government ships used for non-commercial purposes and pleasure yachts not engaged in trade. This Regulation sets out provisions on inspection procedures, inspection authority, regulatory committee, expanded inspection, detention, reports from pilots and port authorities, professional profile of inspectors, publication of detention and reimbursement of costs. This Regulation has been drafted in accordance with the European Council Directive No 95/21/EC concerning the enforcement, in respect of shipping using Community ports and sailing in the waters under the jurisdiction of the Member States, of international standards for ship safety, pollution prevention and shipboard living and working conditions ( port State control).
