Abstract This Regulation prescribes the conditions and preparation for placing on the market, distribution and importing of reproductive material of ornamental plants. Article 2 sets the exceptions of application. Reproduction material may be put into circulation only if in accordance with the following conditions: a) that it is free of damage that could jeopardize its quality as reproduction material; b) to establish by visual inspection that it is free from the presence of harmful organisms and diseases that affect the quality and reduce the useful value of the reproductive material; c) that it is free from the presence of harmful organisms and diseases in terms of genus or species, listed in Annex I of this Regulation; d) the vegetative development of reproduction material must be satisfactory with regard to its usability as reproduction material, as well as the balance between the development of roots, stems and leaves; e) that it has satisfactory identity and purity of the genus or species or group of plants to which it belongs; f) in the case of seeds, have satisfactory germination.
