Abstract

This Regulation, based on the provisions of the Serbian Law on energy efficiency and rational use of energy, determines detailed conditions for the distribution and use of funds for the implementation of energy efficiency measures. This text further defines the method of distribution of these funds, the method of monitoring over the intended use of such funds among related contractual rights and obligations, as well as the criteria under which the users of funds can be exempt from the obligation to perform an energy audit. The financing of the efficient use of energy and the implementation of energy efficiency measures is carried out by the Directorate for Financing and Encouraging Energy Efficiency. Beneficiaries of Incentive Funds, in the sense of this Regulation, are: 1) state bodies and organizations; 2) local self-government units and/or city municipalities; 3) residential communities established in accordance with the law governing housing and building maintenance; 4) households - buyers of energy-efficient household appliances. Incentive funds are awarded to beneficiaries for financing projects that, after implementation, achieve energy savings.
